The HOME Consortium Governing Board provides leadership for the Eugene-Springfield HOME Consortium in a manner consistent with the framework established in the Eugene-Springfield Consolidated Plan, the requirements of the HOME program, and the Eugene-Springfield HOME Consortium Intergovernmental Agreement (IGA). Responsibilities include:
Approve the annual allocation of HOME Consortium funds into categories of funding the and Annual Action Plan. Annual Action Plans are available for review.
Approve the award of HOME funds for specific project proposals received through the annual Housing Request for Proposals and based on the recommendation of the Evaluation Committee. Recent previously awarded Request for Proposals are available for review.
Review the overall management and outcomes of the HOME IGA as well as the operating procedures for the Governing Board each year. Outcomes are reported in the Consolidated Annual Performance Evaluation and Report (CAPER). Annual CAPERs are available for review.
The City of Eugene has a Citizen Participation Plan that outlines the responsibilities to provide opportunities for resident involvement related to HUD funding.

The HOME Consortium Governing Board meetings are are held three to four times per year. Board meeting materials may be found in the folders below by year.
Governing Board meetings are currently being held virtually. If interpretation and/or special accommodations are needed, please notify us 48 hours or more in advance of the meeting. The next meeting will be in February 2023.
