Public Works Engineering Title VI Policy


The City of Eugene is committed to fairness and equity in representation, opportunity, and access, and dedicated to removing barriers that might hinder the quality of service provided to our customers. As a recipient of federal financial assistance, Public Works Engineering intends to comply with nondiscrimination laws and regulations, including Title VI of the Civil Rights Act of 1964 and subsequent federal nondiscrimination directives.


Title VI of the 1964 Civil Rights Act and its related statutes and regulations provides that no person in the United States shall, on the ground of race, color, national origin, limited English proficiency, sex, income, age, or disability be excluded from participation in, be denied benefits of, or otherwise be subjected to discrimination under any program or activity receiving federal financial assistance. 


Public Works Engineering adopted a Title VI Non-Discrimination Plan in January 2018 and reviews the plan annually to evaluate successes and updates to the plan:

Language Access 


The City of Eugene, Public Works Engineering is committed to ensuring that all people, including those who speak a language other than English, have full and equal access to our programs and services.


In March 2019, Public Works Engineering adopted a comprehensive Language Access Plan, which provides guidance and resources to Engineering staff for how to ensure language assistance services to persons with limited English proficiency. Annual updates to the plan will be available for review each subsequent fiscal year.

Any person who believes they has been the object of unequal treatment or discrimination on the grounds of race, color, national origin, limited English proficiency, sex, age, income, or disability may file a complaint with the Public Works Engineering Title VI Coordinator.
