COVID-19 Survey Results

The City worked with ETC Institute, a survey research firm who developed a standardized, national survey instrument to measure the impacts of COVID-19 on households nationwide. 


Survey Goals

The intent of the survey was to:

  • Identify community impacts from the pandemic
  • Prepare the City for strategic planning work as an organization within the community
  • Use the survey as a tool to help chart community progress

Survey Design

In December 2020, ETC mailed surveys to a random, representative sample of households in Eugene, resulting in a statically valid set of survey responses and a demographic make-up which aligns with the community’s demographics. In addition to the mail-in option, people were also given the option to take the survey online, over the phone, and/or in Spanish. In total, ETC received 603 completed survey responses.


Additional Survey

In addition to ETC’s final report, in January 2021, the City administered a similar survey, in both English and Spanish, through the Engage Eugene web platform, which received over 1,600 combined responses. 


City Council Work Session

Data from the online public opinion surveys as well as the ETC findings will be presented at a City Council Work Session on Wednesday, April 14 at noon. Watch a webcast of the Work Session live or after the meeting.
