Home Repair Program


Through the federal CommunHome Repair Toolboxity  Development Block Grant (CDBG) program, the City of Eugene offers assistance for low-income property owners to correct certain conditions that create an immediate threat to the health and safety of the occupants or could cause rapid deterioration of the structure.


Assistance for low-income homeowners of stick frame homes includes 0%, deferred loans, up to $10,000.  This assistance is also available for owners of rental housing occupied by low-income tenants with disabilities for accessibility improvements. For low-income mobile homeowners, grants are available in the amount of up to $10,000. Grants do not need to be repaid.

Completed applications, which must include required income verification documents, may be emailed to Karina Fon,  KFon@eugene-or.gov, or dropped off or mailed to the attention of Karina Fon, City of Eugene, Planning and Development Dept., 99 W. 10th Avenue, Eugene, OR 97401. The lobby is open Monday through Friday, 12 pm to 4 pm.


Eligibility Requirements

Eligibility requirements for the program are as follows:

  • Property must be within the Eugene city limits and annexed into the City
  • Repairs must be eligible types of work and limited to living space areas
  • Applicants must meet low-income requirements, which does not exceed 80% of Area Median Income (AMI)
  • Fair Market Rents (FMRs) apply to tenants who need accessibility improvements on eligible properties

Eligible Home Repairs

  • Repair of electrical, plumbing, sewer, potable water, or heating systems
  • Re-roof, ceiling or siding repair due to water damage
  • Basic home security measures (broken or inoperable doors or windows)
  • Accessibility improvements, including:
    • Removal of architectural barriers
    • Installation of ramps or modifications to doorways
    • Installation of grab bars, handrails, and lever hardware 
    • Installation strobe smoke alarms

 The maximum assistance per property is $10,000.
