Residential Express Permits

Building and Permit Services currently offers  an express permit application review program for specific residential projects. With your commitment of time and active participation in the review process, our goal is to be able to issue the permit on the same day.  During your scheduled review time, plans examiners from various disciplines will review the individual code requirements of their respective fields. If needed, staff will call you to discuss any necessary revisions to the plan set to bring designs into full code compliance. 

Express Permit Hours

Projects are considered for Residential Express Permit (REP) review on Tuesday and Thursday. The owner or person authorized by the owner to make modifications to the plans/design must be available by phone during the entire selected review time.   

The following projects are eligible for this program:

• Interior remodel
• First story additions under 500 square feet
• Single-story detached accessory structures under 500 square feet
• Garage conversions (that do not create a new dwelling unit)
• Solar (both thermal and photovoltaic) which do not require engineering
• Decks

Apply through eBuild

Applications for Express Permits must be submitted through eBuild.   You will upload a completed application, drawings and then will choose an available review time.  Available review times are 9:00 am, 10:00 am, 11:00 am, and 12:00 noon on Tuesdays and Thursdays.

Once your application has been submitted, staff will conduct a completeness review for your project to verify your project qualifies for the Express Permit program and that you have submitted a complete package.  After the completeness review is done, you will receive a notice advising you of next steps:

Option 1 - Notice of Accepted Application. This confirms that your application is complete and your scheduled review time is confirmed.   

Option 2 - Notice of Incomplete Application. Your application packet is missing items that are required for review. If you receive this notice, your requested review time will be released and made available to other applicants. When you submit with all required items, you will have the opportunity to schedule a new review time.

Option 3 - Notice of Ineligibility for Express Permits. Your project does not qualify for the Express Permit Program. Your appointment time will be released and made available to other applicants. Your project will automatically be converted to regular plan review (no need to reapply).

After your application has been accepted, you will be able to submit changes to your project up until your scheduled review time.
