On October 16, EPD responded to 269 calls for service and made 18 arrests. The average number of calls for service over the last seven days is 266 and the average number of arrests over the last seven days is 23. The number of calls for service on this day last year was 199, and the number of arrests was 24. Over the last three years, the average number of calls for service received on October 16 is 224, and the average number of arrests, 29.

 

Incident, Case 1717531:

At 2:03 a.m., Eugene Springfield Fire Department and Eugene Police responded to the 1400 block of Hammock Street regarding two vehicles on fire. Upon arrival, they found two vehicles fully engulfed in flames. One vehicle was a small pickup truck (white 2005 Chevy pickup), and the second was a dark-colored 2008 BMW 328. ESFD extinguished the fires and an EPD investigator was called in. The owner was not at the location. EPD’s arson investigator and two ESFD investigators conducted an arson investigation. The fires appeared to be intentionally set.

Disorderly Conduct/Criminal Trespass 2 – Case 1717522

Police responded to the Side Bar on Coburg Road regarding a disorderly female subject and located the subject walking toward Dari Queen. Police contacted the subject, Alexandra Faith Jackson, age 24, of Eugene, and received information that she had yelled profanities at customers and became combative after being asked to leave and was removed from the bar by employees. Following contact with police, she was arrested for Disorderly Conduct and Criminal Trespass in the Second Degree.

Criminal Mischief 2/Disorderly Conduct/Criminal Trespass 2 – Case 1717472

Police responded to a business regarding a disorderly subject who had become aggressive a short time after entering the location. Police received information that the described subject, Aaron Silverstein, age 39, of Eugene, was told multiple times to leave and had thrown several objects in the lobby that belonged to the business. Police observed damage to electronic items at the location and contacted Silverstein in the area of Washington and W. 5th Avenue. He was arrested and transported to the Lane County Jail for Criminal Mischief in the Second Degree, Disorderly Conduct and Criminal Trespass in the Second Degree.


On October 15, EPD responded to 234 calls for service and made 18 arrests. The average number of calls for service over the last seven days is 263 and the average number of arrests over the last seven days is 22. The number of calls for service on this day last year was 240, and the number of arrests was 28. Over the last three years, the average number of calls for service received on October 15 is 224, and the average number of arrests, 28.

 

Last week (Sunday, October 8 – Saturday October 14) EPD responded to 1,840 calls for service and made 152 arrests. The average number of calls for service over the last four weeks is 2,004 with 185 arrests. The number of calls for service during the same week last year was 1,935 with 193 arrests. Over the last three years, the average number of calls for service for this period was 1,749 and there were 252 arrests.

Robbery 3/Assault 4/False Information to Police/Warrant – Case 1715359

A police officer downtown recognized a male subject from a September 11 Robbery case and contacted the subject, Anthony Lamont McCullough Jr., of Springfield. On September 11, 2017, at approximately 2:45 p.m., police responded to Macy’s department store at 100 Valley River Center regarding a male subject who had placed items on his person and was approached by employees who attempted to stop McCullough. McCullough subsequently became combative and kicked one of the employees in the face while they struggled with McCullough on the ground. Police were unable to locate McCullough until October 15. Following contact with him, he was arrested for Robbery in the Third Degree, Assault in the Fourth Degree and False Information to Police (regarding his identity), and a warrant for arrest. He was transported to the Lane County Jail on the charges.

Disorderly Conduct, False Info to Police, Warrant, Failure to Obey a Traffic Control Device and for Improperly Proceeding Along a Highway – 1717459

Police were called to Café Yumm, where a man later identified at 38-year-old Richard A. Rudolph had asked individuals for money in the parking lot, then when he didn’t get any, he started yelling, hitting and screaming at a fence in the parking lot. Officers located Rudolph walking on Alder Street yelling as he approached E. 11th Avenue. He stepped out into a cross walk against the light and when he was halfway across, he saw an officer and turned to walk against traffic in the westbound lane of E. 11th, before getting back on the sidewalk. The officer stopped him and Rudolph provided a false name. An officer identified Rudolph and found he had a warrant for failing to appear on a Felon in Possession of a Firearm charge from Lane County Circuit Court. He was taken into custody on the warrant and charged with Disorderly Conduct, False Info to Police, Warrant, Failure to Obey a Traffic Control Device and for Improperly Proceeding Along a Highway.

Resisting Arrest, Warrant – Case 1717425

Officers responded to the bike path near Eugene Mission for report of a man exposing himself. As officers were responding, they found that the suspect had a warrant for arrest. An officer arrived and contacted the suspect, Kenneth Gordon Lindsey, age 61, and called for emergency back-up. Two officers had to struggle with him to take him into custody. Kraemer was charged with Resisting Arrest.

DUII, Impeding Traffic – Case 1717407

An officer was working patrol and was called to check on a vehicle stopped at 7th and Polk with a driver reported to be passed out at the wheel. He arrived and found a woman, Ashley Nicole Garrison, age 25, of Milwaukie, in the driver’s seat unresponsive. He opened the door and contacted the woman, suspecting impairment. After an investigation, she was charged with DUII, and Impeding Traffic.

Reckless Endangering/Reckless Driving – Case 1717400

A police officer on patrol was traveling westbound on W. 6 Avenue and observed a 1992 Lexus S40 turn westbound from northbound Olive Street at a high rate of speed, and observed the rear of the car spin out before the car straightened its direction and continued westbound. The officer conducted a traffic stop of the vehicle and observed a passenger in the vehicle. Following contact with the driver, Nicholas James Roderick, age 25 of Springfield, police cited him in lieu of custody for Reckless Driving and Reckless Endangering.


On October 12, EPD responded to 264 calls for service and made 29 arrests. The average number of calls for service over the last seven days is 273 and the average number of arrests over the last seven days is 22. The number of calls for service on this day last year was 253, and the number of arrests was 29. Over the last three years, the average number of calls for service received on October 12 is 211, and the average number of arrests, 27.

Criminal Trespass 1 – Case 1717298

Police responded to the apartment regarding a female subject, known to the victim, who had previously been trespassed from the location and was inside the residence. Police contacted the subject Jazmine Minnielakota Power, age 23, of Eugene, and arrested her for Criminal Trespass in the First Degree.

Theft 3 (17-17280)/ Fugitive From Justice (17-17283)

Police responded to Hirons on E. 18th Avenue regarding a male subject who was observed exiting the store without attempting to pay for items that he had placed on his person. Police contacted the subject at the location, Jeffery Scott Jones, age 33, of Eugene, and cited him in lieu of custody for Theft in the Third Degree. During contact with Jones, police found that he was wanted in another state. He was arrested and transported to the Lane County Jail for Fugitive From Justice.

Unauthorized Use of Vehicle/Unlawful Possession Meth/Unlawful Possession Heroin/Possession Burglary Tools/Warrant

Police conducted a traffic stop of a Mazda CX-5 after it failed to come to a complete stop before turning right onto Goodpasture Island Loop from Goodpasture Island Road. Police contacted the driver and recognized the passenger, Michael Joseph Morales, age 31, of Eugene, who had warrants for his arrest. During contact with Morales, police found information on his person to arrest him on additional charges of Unlawful Possession of Heroin, Unlawful Possession of Methamphetamine and Possession of a Theft Device. After further investigation police also found information to charge Morales with three counts of Unlawful Use of a Vehicle. Following contact with Morales, he was transported to the Lane County Jail on the charges.


On October 11, EPD responded to 289 calls for service and made 23 arrests. The average number of calls for service over the last seven days is 269 and the average number of arrests over the last seven days is 21. The number of calls for service on this day last year was 237, and the number of arrests was 29. Over the last three years, the average number of calls for service received on October 11 is 227, and the average number of arrests, 34.

Assault Public Safety Officer/Resisting Arrest/Interfering With Peace Officer/Disorderly Conduct 2 – Case 1717222

Police responded to the 200 block of Lincoln Street regarding multiple calls of a woman screaming. When police arrived to the location, officers could hear a woman yelling and the voice of a male subject, and followed the voices to a walking path on Skinners Butte, just north of Lincoln. Police located the subjects, and contacted Jason Russell Moore Sr., age 35, of Eugene, regarding the yelling, and Moore subsequently became aggressive and combative toward one of the officers, refused to follow direction, and became increasingly hostile. The officers deployed pepper spray and attempted to take Moore into custody and he continued to struggle and fight with the officers. He was eventually taken into custody with the use of a taser and arrested for Disorderly Conduct in the Second Degree, Interfering With Police, Resisting Arrest and Assault Public Safety Officer.

Resisting Arrest/Criminal Trespass 2 – Case 1717194

Police responded to the YMCA on Patterson and contacted a male subject, Michael Eric Cheshire, age 42, of Eugene, after he was observed behaving erratically and entering and exiting the building. Cheshire was contacted inside an office at the location and refused to follow direction from police, and continued to progress toward an officer. Following contact with police, he was arrested for Criminal Trespass in the Second Degree. During the arrest, Cheshire struggled with police, attempted to pull away, and received an additional charge of Resisting Arrest and was transported to the Lane County Jail.

On October 10, EPD responded to 279 calls for service and made 14 arrests. The average number of calls for service over the last seven days is 269and the average number of arrests over the last seven days is 21. The number of calls for service on this day last year was 266, and the number of arrests was 27. Over the last three years, the average number of calls for service received on October 10 is 251, and the average number of arrests, 44. 

 

Man with Shotgun Near Walmart

Felon in Possession of Firearm, UPCS (Meth), Warrants – Case 1717141

Police were called regarding a man walking with a shotgun around the driveway/parking lot area behind Walmart. As officers got closer, the man, later identified as George Duane Anderson, age 61, of Eugene, went into a field behind the store. Officers carefully and methodically searched the property, encountering numerous camps, where the occupants were asking about the man with the gun. An officer spotted Anderson and a friend coming off the property onto 18th between Bertelsen and Willow Creek. Officers swooped in and took Anderson into custody, recovering the shotgun in the process. Anderson was charged with Felon in Possession of Firearm, Unlawful Possession of Controlled Substance Methamphetamine and warrants.

Disorderly Conduct – Case 1717167

An alarm went off at Sweet Leaf Marijuana, 943 Olive Street, and officers responded. Upon arrival, employees told them a disorderly woman, later identified as Cellina Ann Perrigo, age 32, of Eugene, entered the store and threw a bottle of water at the window. Employees reported having to push her out of the store. Officers contacted Perrigo south of the location and while they were with her a man came up to report she had just been in the Horse Head Tavern at 99 W. Broadway and thrown a shot glass at the bartender. While an officer was contacting the Horse Head to investigate this, Perrigo started screaming and trying to stand up. Officers went to place her in handcuffs and she began struggling and intentionally hit her forehead on a window at the Atrium building. Officers had to almost carry her to the vehicle as she didn’t want to walk. When they got to the vehicle and began to search her she lunged forward and tried to smash her forehead on the vehicle. Perrigo continued to act disorderly while being lodged at the Lane County Jail.

Criminal Trespass with Firearm – Case 1717138

An officer was working downtown and conducted a patrol check at Spice and Steam restaurant. There was a man, later identified as Christopher Ray Stice, age 30, sleeping between two “no trespassing” signs. The officer contacted Stice and woke him up. Stice quickly sat up and the officer saw a handgun underneath where he was laying. The officer took Stice into custody and charged him with Criminal Trespass with Firearm.

Warrant Arrest – Case 1717127

Several people called 911 about a man who they reported was lying in the shoulder of Beltline. Upon arrival, an officer contacted the man, Christopher ArronRyan Kerby, age 29, who was sleeping beside his backpack, about two feet from the westbound lane of Beltline. Kerby was found to have a warrant and he was taken into custody.

DUII/Reckless Driving – Case 1717061

Police responded to a traffic crash at the intersection of W. 13th Avenue and Chambers Street and observed a gold 1992 Acura Legend with extensive front end damage and another vehicle at the location with rear end damage. Police contacted the involved subjects at the location and received information that the Acura crashed into the back of the other vehicle as it slowed for the light. Following contact with the driver of the Acura, Zachary Ryan Carter, age 24, of Eugene, he was arrested for DUII and Reckless Driving and transported to the Lane County Jail.

Hit and Run – Vehicle Damage – Case 1716053

On September 22 police received information of a Hit and Run that happened on September 16 at the Barger Drive and Highway 99 intersection. Police received information that a Mazda 6 was preparing to turn left onto Highway 99 when traffic stopped for a pedestrian. The Mazda was subsequently struck from behind by a gold 1994 Jeep Grand Cherokee. The Jeep then continued in the lane next to the Mazda before making a U-turn and continuing in the opposite direction on Barger Drive. Police contacted the described driver of the vehicle, Keith Raymond Tull, age 40, of Eugene, who was at the Lane County Jail on an unrelated charge and cited him in lieu of custody for Hit and Run.


On October 8, EPD responded to 212 calls for service and made 15 arrests. The average number of calls for service over the last seven days is 287 and the average number of arrests over the last seven days is 20. The number of calls for service on this day last year was 397, and the number of arrests was 37. Over the last three years, the average number of calls for service received on October 8 is 267, and the average number of arrests, 36.

 

Last week (Sunday, October 1 – Saturday October 7) EPD responded to 2,009 calls for service and made 139 arrests. The average number of calls for service over the last four weeks is 2,037 with 198 arrests. The number of calls for service during the same week last year was 1,954 with 235 arrests. Over the last three years, the average number of calls for service for this period was 1,759 and there were 258 arrests.

Assault/Criminal Mischief 2 – Case 1716764/ Criminal Trespass 2 – Case 17-17053

On October 3 at approximately 9 p.m., police responded to the area regarding an assault and observed the 65-year-old male victim with an injury to his face. Police received information that the victim was in his vehicle, which was parked in the McDonalds parking lot, when he observed a male subject yell and approach his vehicle, and brake the front driver’s side window with a blunt object. The male subject subsequently ran from the area on the bike path. On October 9, police responded to information of a disorderly trespasser at McDonalds (17-17053) and contacted, Shawn Troy Foster, age 43, of Eugene, and found information that he was the described suspect in the assault on October 3. Following contact with Foster, he was arrested for Assault and Criminal Mischief in the Second Degree and transported to the Lane County Jail. He received an additional charge for Criminal Trespass in the Second Degree.

Robbery 3 – Case 1717002

Police responded to the area regarding a male subject who approached a 35-year-old female victim, pushed her to the ground, threatened her and demanded money. The victim subsequently ran to a safe location, and a short time later, police located the described subject, Dylan Aaron Sulc-Johnson, age 21, of Springfield, in the 2600 block of River Road. Following contact with Sulc-Johnson, he was arrested for Robbery in the Third Degree and transported to the Lane County Jail.

Assault/Harassment/Criminal Trespass 2 – Case 1716996

Police responded to the Cooler Tavern regarding a disorderly subject who had assaulted two employees after being told to leave. Police received information that the subjects were in a verbal dispute that escalated when the subject, Dustin Anthony Hedges, age 41, of Eugene, punched one of the employees in the face and hit another employee who attempted to escort Hedges from the property. Police contacted Hedges at the location and arrested him for Assault, Harassment and Criminal Trespass in the Second Degree. He was transported to the Lane County Jail.

DUII/Reckless Driving – Case 1716983

Police responded to the area regarding a possible DUII driver and located the vehicle after it was observed pulling into a residence at the location. Police contacted the driver, Andres Dominguezrayo, age 33 of Eugene, and received information that the vehicle was observed traveling at a high rate of speed on Beltline near River Road and almost struck another vehicle. The vehicle continued to travel erratically, swerving and nearly struck the median. Following contact with Dominguezrayo, he was arrested for DUII and Reckless Driving.

Burglary - 1716974

Police responded to a residence regarding a burglary in progress and received information that the suspect vehicle left the location north on Potter Street in a Toyota Corolla. Police located the described vehicle and contacted the driver, Zachary Robert Kopczenski, age 25, of Springfield, in the area of 29th Avenue and Willamette after he failed to yield from E. 30th and Hilyard, and found items in his possession that were taken from the residence. During the investigation, police observed a broken window at the residence and several items that were misplaced. Following contact with the suspect, police found that he was known to the victim. He was arrested for Burglary in the First Degree and transported to the Lane County Jail. He was also cited for Failure Yield Emergency Vehicle.


On October 5, EPD responded to 286 calls for service and made 21 arrests. The average number of calls for service over the last seven days is 287 and the average number of arrests over the last seven days is 24. The number of calls for service on this day last year was 269, and the number of arrests was 26. Over the last three years, the average number of calls for service received on October 5 is 248, and the average number of arrests, 34.

Harassment/Criminal Mischief 3/Use Of Mace 2/Disorderly Conduct 2 – Case 1716850

Police responded to the Walmart parking lot regarding a dispute and observed several people standing near a row of parked cars. Police received information that a man and woman were in a verbal dispute with a male subject that escalated when the subject, Karl Clinton Culbertson, age 67, of Eugene, was observed deploying a defense spray in the face of the two victims. A male bystander subsequently intervened with Culbertson and a mirror on a nearby vehicle was broken during the struggle. Police contacted Culbertson at the location and arrested him for Harassment, Criminal Mischief in the Third Degree, Use of Mace in the Second Degree and Disorderly Conduct in the Second Degree. He was transported to the Lane County Jail on the charges.

Criminal Mischief 2/Carry Concealed Weapon/Hit and Run/Reckless Driving – Case 1716819

Police responded to the intersection of W. 11th Avenue and Adams Street regarding a vehicle that crashed into the rear of a parked Ford Mustang, and was observed leaving the scene with damage to the tire and smoke coming from the vehicle. Police located the involved 1993 Chevy C25 with severe front end damage and conducted a traffic stop of the vehicle in the area of 5th Avenue and Grant Street. Police contacted the driver of the vehicle, Mikel Steven Johnston, age 38, of Eugene, and arrested him for Criminal Mischief in the Second Degree, Carry Concealed Weapon (knife), Hit and Run and Reckless Driving. He was transported to the Lane County Jail and also cited for Driving While Suspended and Driving Uninsured.

DUII/Reckless Driving – Case 1716811

A police officer on patrol observed a grey passenger van traveling without the headlights on turn east onto West 5th Avenue without signaling the right hand turn. The officer conducted a traffic stop of the 2004 GMC Savannah and contacted the driver, Brett Charles Harris, age 31, of Mishawaka Indiana, and after further investigation, arrested him for DUII, Reckless Driving and a warrant. He was transported to the Lane County Jail.

Public Indecency – Case 1716796

Police responded to the area of 6th Avenue and Tyler Street regarding a male subject who had exposed himself in public next to a 3-lane roadway with heavy traffic. Police contacted the subject, Charles Edward Evans, age 59, of Springfield, and arrested him for Felony Public Indecency. He was transported to the Lane County Jail.
