Every five years, the cities of Eugene and Springfield must prepare a Consolidated Plan to address housing, homeless, community and economic development needs and priorities. The Consolidated Plan guides the use of federal Community Development Block Grant and HOME Investment Partnership Program funds received by both Cities. The process to develop the plan for the 2020-2024 period is now underway.
Similarly, the cities of Eugene and Springfield must update the fair housing document, called the Analysis of Impediments to Fair Housing Choice (AI). The AI identifies fair housing issues as well as actions to further fair housing across the cities.
As part of the comprehensive data collection for the 2020 Consolidated Plan and Analysis of Impediments, two surveys have been created. One survey is for community members and the second survey is for providers.
If you are a community member, please take the Community Survey, which is available in English and Spanish:
If you are a Provider, such as someone who works in housing, human services, or similar agencies, please take the Provider Survey:

Surveys will be open until December 6, 2019.
