[ARCHIVED] Four People Arrested as Police Try to Make Arrest for Unlawful Use Weapon and Menacing

An officer responded to report of an armed dispute between two men regarding a vehicle. After investigating, she developed probable cause for the arrest of Jobe Lee Gaffney Corbin, age 24, for Unlawful Use of a Weapon and Menacing from the dispute in which a firearm was reported used. 

 

At about 8:27 p.m. on April 2, the officer responded to a residence in the 1200 block of Hwy. 99N to make the arrest, along with other officers due to the nature of the reported crime involving weapons and the possibility of firearms at the residence.
 

When two officers attempted to take Corbin into custody, a man at the residence, Joseph Steven Vicari Jr., age 24, tried to grab Corbin out of officers’ custody. A woman, Constance JuneRose Vicari, age 19, rushed out of the house at police officers swinging and flailing her arms, hitting them, ignoring commands, and pushing, kicking, pulling and grabbing at officers in an active attempt to stop Corbin from being arrested. Vicari was pepper sprayed and fled inside of the house. Other residents were screaming at officers.


 Corbin was able to break away and run into the house after kicking at officers. He was momentarily subdued by a taser and fell inside of the residence. Residents inside were screaming at officers and due to the potential of firearms inside, they quickly got Corbin out of the residence. He was momentarily cooperative until they got outside, where he immediately began kicking, pulling, and twisting his body to get away. Two officers were able to take Corbin into custody after falling over a small chain link fence, where an officer sustained minor injuries.

 

An officer was able to start communications with a resident inside the house, and eventually all of the occupants came out and both Constance Vicari and Joseph Vicari Jr., were taken into custody. EPD Case 21-05024. 


At about 9:35 p.m., a neighbor, Andreas Crispian Dombrowski, age 40, who appeared intoxicated, walked into the perimeter and after being commanded to leave several times, he refused to leave, but instead folded his arms and stood directly in a spot that led directly to the inner perimeter of the involved residence. He was arrested without incident and taken to Lane County Jail for Interfering with a Police Officer. Case 21-05024

Charges:

 

Corbin was lodged at Lane County Jail for Menacing, Unlawful Use of a Weapon, Unlawful Entry into Motor Vehicle, Resisting Arrest, Escape in the Second Degree, Interfering with a Police Officer, and Assault on a Public Safety Officer.  

Constance Vicari was lodged at Lane County Jail for Interfering with a Police Officer, Resisting Arrest, and Assault on a Public Safety Officer.

Joseph Vicari Junior was lodged at Lane County Jail for Interfering with a Police Officer.

 

Andreas Dombrowski was lodged at Lane County Jail for Interfering with a Police Officer.
