Officers responded to the Saturday Market regarding a man, later identified as Jesse David Webb, age 49, of Walton, who was reported to not be wearing a mask, refusing to leave and acting like he was going to fight patrons. He was reported to have yelled at an older vendor, while flinching his upper body and posturing toward the vendor. The market’s manager stood between them until officers arrived. Two officers contacted Webb, who seemed to be in a drug-like state and would not respond to them.
After offering help through CAHOOTS and trying to reason with Webb, the officers took control of Webb’s arms to escort him out of the market after telling him he was trespassed. Webb immediately began to actively fight. Taser and pepper spray didn’t appear to affect Webb and it took approximately eight officers to get control of Webb. At one point, Webb tried to take an officer’s gun, and he scratched an officer across the face and eye. Complicating this was an aggressive crowd that developed while officers struggled with getting Webb into custody.
Webb was lodged at the Lane County Jail as a disorderly custody for Assault on a Public Safety Officer, Attempted Theft in the First Degree-Firearm, Resisting Arrest, Criminal Trespass in the Second Degree, and Disorderly Conduct in the Second Degree.
