At 11:20 a.m. on December 12, Eugene Police Patrol was dispatched to a residence in the 4400 block of Catalina regarding a domestic dispute. During dispatch between Central Lane 911 and responding officers, it was discovered the suspect, Vincent Arnez Evans, age 35, had a warrant from Fulton County, Georgia, for a ‘Failure to Appear – Homicide.” There was also probable cause to arrest Evans for Menacing APA (abuse prevention act, related to domestic violence), Strangulation APA, and Assault in the Fourth Degree APA in a case involving a 29-year-old Eugene female.
Due to the details provided and the presence of a teen inside, EPD Patrol added resources to make the response safer. EPD deployed Crisis Negotiation Team, SWAT, K9, Central Lane 911 Dispatch, Special Investigations Unit, Drone Team.
CNT had been on the line and officers began hailing the residence. Evans ran from the rear of the residence and then over about 20 minutes, Evans went in and out of the home while yelling at officers and threatening suicide as well as making threats to the life of the teen inside.
