[ARCHIVED] Two arrested after DUII stop, one with unlawfully concealed handgun

On December 17 at 11:54 p.m., an officer conducted a traffic stop on a vehicle at W. 11th Avenue and Seneca Road as he observed the driver was having a difficult time driving straight within the lane of travel. The vehicle was slow to yield to the stop. 

 

When the officer approached the driver, Frank Alan Rios Jr., age 33, of Junction City, Rios appeared intoxicated and further investigation was done. He was arrested on charges of DUII, Reckless Driving and Driving While Suspended Misdemeanor. 

 

Following Rios’ arrest, his passenger, Amanda Catherine Godard, age 31, of Eugene refused to exit the vehicle so officers could complete the DUII impound tow.  She had started up the truck. She also locked the doors and did not follow orders. The officer saw her reaching around in the vehicle. Not knowing what she was reaching for, an officer unlocked the driver side door and Godard quickly pulled her left hand toward her waist and hunched over. An officer quickly grabbed her wrist, gaining control of her as she resisted. Officers were ultimately able to get her into custody. When they searched Godard prior to transporting her to jail, an officer located a handgun concealed in the waist line of her leggings. Godard did not have a valid Concealed Handgun License. She was charged with Interfering with Police, Resisting Arrest and Unlawful Possession of a Firearm. Case 21-19845
