[ARCHIVED] Public Hearing for Stormwater and Wastewater rates

Under the recommendation of the city manager, the City of Eugene has been authorized to issue a seven percent increase in local user fees, effective July 1, 2022. This will increase the local portion of the monthly wastewater bill for a typical residential customer[1] by $0.89 per month, from $12.72 to $13.61.

 

This will likely be the first of a two-step increase needed to balance this fund. This fund has experienced revenue losses caused by the COVID-19 pandemic, with approximately $700K lost in Fiscal Year (FY) 2020, and $440K lost in FY21. The majority of the loss in FY21 represents ongoing lost revenue due to the keeping user fees flat, in response to the community-wide economic pressures caused by the COVID-19 pandemic. Costs to keep our existing service level are also rising, including external costs such as contracted services and materials purchased to provide this service are seeing the same higher-than-normal price increases that many other industries are experiencing. 

 

Under the recommendation of the city manager, the City of Eugene has been authorized to issue a four percent increase in stormwater user fees, effective July 1, 2022. This will increase the monthly stormwater bill for a typical residential customer2 about $0.62 per month, from $15.45 to $16.07.

 

This rate increase provides additional resources to maintain the City’s rapidly growing inventory of green infrastructure, required to meet federally mandated stormwater treatment standards, which is forecasted to increase 44% over the next two years. Additionally, this rate increase provides investments into our urban forestry program to more effectively manage sidewalk and tree conflicts and for ongoing additional plantings to sustain our urban canopy. Small investments in critical stormwater operations buildings that that have inadequate electrical systems, roofing concerns and other major system issues will also be addressed with this rate increase in addition to the general inflationary increases seen across many industries.

[1] While the average usage is declining over time, for consistency in public presentations, we continue to refer to a “typical” residential wastewater customer as one who uses 5,000 gallons per month.

A “typical” residential stormwater customer is in a home with a footprint between 1,000 and 3,000 square feet.
