What will the Neighborhood Plan do?

The Neighborhood Plan establishes the long-term strategy for growth and development in River Road-Santa Clara. Neighborhood plan policies should meet the needs of the community, neighborhood groups, the City of Eugene, Lane County, and other partners. Each group will use the Neighborhood Plan differently, based on their role, access to resources, and decision-making power.

  • For the community and Community Organizations, the Neighborhood Plan serves as a roadmap for advocacy priorities and community-led projects. The plan is a tool for community organizing and establishes a shared vision for the neighborhood’s social and built environments.
  • For City and County departments, the Neighborhood Plan will guide future investments and regulatory decisions. Upon adoption, staff are committed to using the plan as they make changes to the land use code, comprehensive land use and transportation plans, the capital improvement program (CIP), and other regulatory documents. The Neighborhood Plan will be a formally adopted land use plan, like many other plans adopted in the City of Eugene.
  • By adopting the Neighborhood Plan, the Eugene City Council and Lane County Board of Commissioners will be making a commitment to aligning future decisions with the vision, goals, and policies of the plan. Future legislative actions impacting the neighborhoods must be consistent with the Neighborhood Plan.
